POSITION PURPOSE
Provides right-of-way acquisition and property management services, including the responsibility for acquisition of land rights for new generation and transmission projects.
ESSENTIAL DUTIES
- Performs right-of-way acquisition activities, such as detailed title searches, abstracting, ordering, and reviewing title opinions and commitments; routing, survey permissions, negotiations, acquisition, crossing agreements, construction support, reclamation and damage settlements for all land rights needed for new generation, transmission, pipeline, communications, and carbon capture/storage projects.
- Perform enforcement of land rights regarding the electric transmission line and pipeline rights-of-way, which includes but is not limited to vegetation management, crossing agreements, encroachments, One-Calls, etc.
- Perform property management tasks for Basin owned lands, including but not limited to: property inspections, tenant management, fencing, weed and erosion control, and compliance, ensuring timely completion of records and reports in line with internal and external regulations.
- Perform negotiations and purchasing of fee lands and/or facilities to support operations.
- Ethically and responsibly collaborate with internal teams, contractors and other external stakeholders to ensure effective project execution and compliance with timelines and budgets.
- Perform timely reviews of engineering survey plans and legal descriptions for accuracy.
- Perform data entry and retrieval utilizing a land management software application.
- Perform public relations activities associated with new and existing projects.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in agriculture, real estate, land management, business administration, or related field; and 1 year or experience in right-of-way, real estate, farming, or land management; or
- An associate’s degree in agriculture, real estate, land management, business administration, or related field; and 3 years of experience in right-of-way, real estate, farming, or land management; or
- A high school diploma or equivalent (GED or HSED); and 5 years of direct experience in right-of-way, real estate, land management or related.
- A Right-of-Way Professional (RWP) certification through the International Right-of-Way Association is preferred; or obtained within 4 years of employment.
- Valid driver’s license.
- Frequent travel up to 50%.
- This is a Department of Transportation (DOT) (FMCSA) (non-CDL) qualified position.
PHYSICAL AND ENVIRONMENTAL DEMANDS
This position requires the ability to remain in a stationary position and to move about the office building, frequently working outdoors, occasional reaching below and above shoulder level, constant use of a keyboard/computer, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination.
KEY SKILLS
- Strong knowledge of real estate operations, farming operations, and engineering and construction practices.
- Proficient with Microsoft Office, Advanced ESRI ArcGIS software and specialized land management software applications.
- Excellent written and verbal communication skills with experience in title searches, survey drawings, and legal documentation.
- Strong organizational skills with the ability to manage multiple projects simultaneously and independently.
- Ability to read and understand maps and legal descriptions
- Able to work alone, in a team environment, and on multiple projects at one time.
