POSITION PURPOSE
This position is located at Dakota Gasification Company in Beulah, ND.
This position is responsible for supervising and providing leadership for environmental compliance with all federal, state, and local environmental legislation and regulations. This position oversees all of the activities and coordination associated with environmental compliance that may impact Dakota Gasification Company (DGC) presently and in the future. This position fulfills the reporting responsibilities associated with the Responsible Care® Management System functions, including the Environmental Metric, the Waste Minimization Metrics, and the Process Safety Incident Metrics. This position will coordinate these efforts with the Responsible Care® Coordinator.
ESSENTIAL DUTIES
- Develop and supervise the company's environmental programs and affairs.
- Coordinate utilization of organization resources to accomplish necessary controls and monitoring for DGC related to air, water, solid waste, hazardous waste, chemical, and environmental related concerns. The programs also include the Title V Permit to Operate, Continuous Emissions Monitoring, odor, Ambient Air, Industrial Boiler Maximum Achievable Control Technology Standards, Prevention of Significant Deterioration/New Source Review issues, Risk Management Plan, The Toxic Substances Control Act, The Comprehensive Environmental Response, Compensation, and Liability Act, and Service and Advice for Research Analysis Programs.
- Plan and coordinate studies to determine and implement appropriate action necessary in achieving the company's long-term environmental goals.
- Authorize environmental permit applications normally accomplished through subordinates such as senior engineers and reviews monitoring reports to local, state, and federal regulatory agencies as required by permit conditions.
- Determine and control environmental monitoring and performance testing of pollution control equipment.
- Provide environmental support to the plants design management and process engineering management. Management is kept informed of potential problem areas which could result in a violation of permit conditions.
- Responsible for state and environmental permitting and maintenance of existing environmental permits.
- Act as the primary contact with regulatory agencies and may communicate the company's environmental policies.
- Assure the impact of environmental legislation is properly evaluated and DGC's interests are represented.
- Review proposed environmental regulations and track future purposed regulatory programs to assess the impact to DGC. Communicate with other departments, defining potential impacts of new and existing regulation.
- Provide coordination of review on environmental components of plant design for environmental compliance issues.
- Evaluate and recommend environmental consultants for environmental engineering and monitoring studies, including identifying scope of work and job specifications and ensures coordination of consultants during the course of the studies to ensure technical accuracy and cost control.
- Responsible for key areas of the environmental management of our Carbon Dioxide (CO2) asset. These efforts include providing the proper protocol and verification services for the net CO2 sequestration, registration, and reporting of CO2 credits; and assessing the Environmental Protection Agency and Department of Energy rules that impact this resource.
- Establish and maintain a sound working relationship with state and federal environmental agencies while at the same time coordinating DGC's effort to address environmental obligations in the face of ever-changing state and federal regulations.
- Oversee all environmental monitoring activities, permits, testing, and regulatory reports to ensure compliance with all environmental regulations.
ESSENTIAL DUTIES CONTINUED
- Maintain contact with other departments to coordinate environmental programs and with Legal staff to negotiate with regulatory agencies and to present information for applications, hearings, and court cases regarding environmental issues of concern. Outside contacts include representatives of local, state, and federal regulatory agencies and environmental contractors/consultants.
- Provide the selection, training, and performance evaluation of the Environmental staff. Other responsibilities include tracking new regulations, preparing the Department Operating Budget, and providing for periodic environmental audits.
- Support DGC’s environmental objectives by directing efforts to comply with environmental regulations including interdepartmental training.
- Represent DGC at local, state, and federal regulatory proceedings to ensure timely development and renewal of permit applications.
- Develop and recommend procedures to support an environmentally sound operating plant.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
- Broad knowledge of environmental and technical operations, environmental regulations, and process programming affecting the chemical processing
- Bachelor’s degree of an Engineering Accreditation Commission/ Accreditation Board for Engineering and Technology (EAC/ABET) accredited environmental, civil, or chemical engineering program; and 6 years of related experience in the environmental area
- Prior experience acting as a lead, in a step-up role, or previous supervisory experience
- A valid driver’s license is required
- Must be able to operate a motor vehicle
- Occasional travel is required
PHYSICAL AND ENVIRONMENTAL DEMANDS
Requires constant hand coordination; frequent sitting, standing, walking, use of computer/keyboard, and climbing stairs and ladders; occasional bending, low level and elevated activity, lifting and carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools and foot controls and turning of valves. Requires finger dexterity, ability to perform close work, binocular vision, color vision, hearing, and the ability to speak. Over 80 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas and working at heights up to 150 feet, which requires the use of safety equipment, including a harness, in accordance with ANSI Z359 standards. Incumbents are required to wear dust masks, respirators and full-face Scott Air Paks when necessary.
