POSITION PURPOSE

This position is located at Dakota Gasification Company in Beulah, ND.

This position is open to varying levels based on experience. 

 

Provide engineering support to ensure compliance with all federal, state, and local environmental legislation and regulations. This includes responsibilities for solid and hazardous wastes. Coordinates compliance with the Resource Conservation and Recovery Act (RCRA), Superfund Amendments and Reauthorization Act (SARA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and Emergency Planning and Community Right-to-Know Act (EPCRA), including RCRA hazardous waste biennial reports and waste manifesting, SARA Section 311/312/313 reporting (including Toxic Release Inventory), and CERCLA/EPCRA emergency reporting procedures and follow-up. Develop, implement, and conduct training for Spill Prevention Countermeasure and Control (SPCC) plan and Federal Response Plan (FRP). Coordinate and oversee solid waste landfill operation, including review of quarterly summary reports, permitting, and QA/QC report submittal for newly-constructed landfill phases. Implement, plan, conduct, coordinate, or oversee Continuous Emissions Monitoring (CEM), Title V Permit to Operate, Prevention of Significant Deterioration (PSD) of Air Quality and New Source Review (NSR) requirements, air emissions standards, and Maximum Achievable Control Technology (MACT). Responsibilities include air emission regulatory reporting, chemical reporting, annual air emission inventory reporting, supervising compliance testing and Relative Accuracy Test Audits (RATA’s), and permit renewals. Monitor, plan, and implement new EPA rules related to waste or air.


 

ESSENTIAL DUTIES

  • Perform all environmental protection engineering activities related to hazardous waste and solid waste. This includes input on the environmental components of plant design of tanks, wastewater treatment, surge ponds, deep wells, solid and hazardous waste related facilities, and spill containment structures.
  • Support compliance with all federal, state, and local environmental regulations including required reports and environmental monitoring related to the SARA/CERCLA/EPCRA release reporting and chemical inventory reporting, Toxic Release Inventory, and data management. Evaluate and prepare information for the reporting of the hazards, risks, and storage of chemical substances and emissions of toxic chemicals.
  • Prepare environmental permit applications for ash disposal and maintains existing waste disposal environmental permits as required by waste disposal permit conditions and prepares or reviews quarterly ash reports.
  • Review and monitor for upcoming legislation and regulations regarding solid and hazardous waste which have the potential for impact on the operation of the facility and inform strategy for these impacts. 
  • Contribute to regulatory compliance by providing periodic updates and training to plant personnel concerning the SPCC/FRP plan and EPA requirements. Collaborate with appropriate environmental, safety, operations, and maintenance staff on SPCC/FRP implementation and compliance. 
  • Support the company’s environmental activities by monitoring chemical and RCRA-related regulatory programs. Regulatory status of feedstocks, fuels, and process streams is coordinated through this position. 
  • Direct the hazardous waste and solid waste activities of the Company including the operation of the Central Waste Storage Area and Satellite Accumulation Areas.
  • Prepare environmental permit applications for hazardous waste storage and corrective action at the facility.
  • Assist in evaluating and recommending environmental consultants for environmental engineering and monitoring studies by developing scope of work and technical job specifications for these studies. Oversee environmental consultants during work ensuring technical accuracy, regulatory compliance, and cost control. 
  • Coordinate the groundwater monitoring program at the plant for compliance with RCRA and solid waste disposal monitoring requirements. 
  • Support the company’s environmental activities by coordinating or monitoring all hazardous and non-hazardous waste disposal.
  • Ensure accurate and timely reporting through preparation of reports for local, state, and federal regulatory agencies.
  • Perform regulatory analysis of proposed plant changes/modifications for impact to air programs (PSD/NSR/MACT/Title V). Prepare appropriate permit applications for air program changes/modifications for agency submittal. Prepare facility Title V, minor source, and Plant-wide Applicability Limit (PAL) renewal applications.
  • Prepare or review both internal and agency submittals for quarterly excess emissions reports, semi-annual and annual deviations and certification reports, ambient quarterly monitoring reports, monthly PALs, MACT reports, semi-annual LDAR reports, and annual emission inventories.
  • Supervise or assist in compliance demonstration emissions testing and RATA activities.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program.
  • Travel up to 10%.

PHYSICAL AND ENVIRONMENTAL DEMANDS

Requires constant hand coordination; frequent sitting, standing, walking, use of computer/keyboard, and climbing stairs and ladders; occasional bending, low level and elevated activity, lifting and carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools and foot controls and turning of valves. Requires finger dexterity, ability to perform close work, binocular vision, color vision, hearing, and the ability to speak. Over 80 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas, and working at heights up to 150 feet. Incumbents are required to wear dust masks, respirators, and full-face Scott Air Paks when necessary.
